VIA Board Meeting Citizens to Be Heard.

The Board welcomes and appreciates public comments and input about the public business or policy over which the Board has supervision and control. Persons who wish to address the Board in person concerning these issues are required to register to participate in the Citizens to be Heard process. This is the only time during a meeting when a citizen may address the Board directly. The Citizens to be Heard in-person sign up will begin 30 minutes prior to the scheduled meeting time and end at the posted start time for the meeting. Other methods to provide comments to the Board can be found on each meeting agenda.

Each speaker is allowed a maximum of three (3) minutes to address the Board. Speakers are requested to first state their name and any organization(s) they represent. When a speaker’s time has expired, they should refrain from further comment and relinquish the podium or microphone. While registered speakers may yield their time (3 minutes) to another registered speaker, total time for any registered speaker may not exceed 6 minutes. For the sake of meeting efficiency and ease of administration of the Citizens to Be Heard portion of a meeting, speakers must confirm time has been yielded by another registered and present speaker prior to speaking. Indicated time limits are subject to modification by the Board Chair.

Comments at the regular VIA board meeting must concern public business or policy over which the Board has supervision and control. Comments at special or work session meetings of the VIA board must concern only items that appear on the meeting agenda. Questions or comments concerning public business or policy over which the Board has supervision and control may be addressed at a later date by the President/CEO and/or his staff. Any comments shall be addressed to the Board as a body and not to any employee, staff member or audience member. Profanity, purely personal attacks, comments, or threats towards any individual will not be tolerated. Any speaker who engages in behavior that disrupts the Board meeting will be asked to leave and may be removed from the meeting.
