Welcome to the VIA Metropolitan website for information regarding the Federal Transit Administration, Section 5310 Grants Program. As the designated recipient of this program, we strive to make the application process for this program run as smoothly as possible for you while providing you with all the documentation necessary to inform you about the program.
The 5310 program provides formula funding for the purpose of assisting private nonprofit groups in meeting the transportation needs of the elderly and persons with disabilities when the transportation service provided is unavailable, insufficient, or inappropriate to meeting these needs. During the SAFETEA-LU grant period (FY 12 and prior), TxDOT was the designated recipient for 5310 funds. Under MAP-21, 5310 funding was moved from the state to the large UZAs (population over 200,000). The MPO appointed VIA Metropolitan Transit as the designated recipient for the San Antonio UZA (Urban Zone Area). This action was approved by TxDOT and FTA Region 6 in May 2013.
As the designated recipient, VIA is now the administrator for 5310 funds allocated to the San Antonio UZA.

VIA’s role includes: administering, managing, and programing 5310 funds, sub-recipient project selection and overseeing the implementation of the projects.
